Upper Norfolk County and Lower Norfolk County were created in 1637 by the division of New Norfolk County

In 1637, the burgesses in the Grand Assembly divided New Norfolk County into Upper Norfolk County and Lower Norfolk County.
Upper Norfolk County was renamed >Nansemond County in 1646. Nansemond County has also "disappeared" and is now incorporated into the City of Suffolk.1
