The Craig Valley Branch of the Chesapeake and Ohio Railway was constructed between Eagle Rock and New Castle in 1891 to carry iron ore. The 26-mile stretch was abandoned in 1958. Western Pocahontas Corporation donated the railbed to the Commonwealth of Virginia in 1961.

The 2022 General Assembly authorized funding to construct the Craig Valley Scenic Trail for use by equestrians, cyclists, and hikers. The trail was intended to connect Last Lock Park near Eagle Rock in Botetourt County with Craig County High School near New Castle in Craig County, following the old railroad route1

Local opposition to the trail highlighted the nine miles of it would be on roads rather than a woodland path. The opposition acknowledged that the trail would be a community enhancement and increase local property values, but expressed concerns that property taxes would increase along with property values.2

In September 2023, the Virginia Department of Transportation conducted a survey which received 1,600 responses. Over 80% indicated support for building the trail.3
